What do I do if my landlord is restricting central heating & personal heaters?

I think the room temp is to be 62/64 degrees at the lowest. I'd find another place to rent and move out and explain the issue when you give notice to the people. They are trying to cut cornors and make a profit and can't with the cold temps. See if they can move you to another room to live in.
