Enemy of the people is like calling someone a terrorist, racist, antisemite, Nazi, etc. It is a way of attacking character without the need for proof or validation of the charge. You incite the emotions of people so they stop thinking and simply react with a mob mentality. It puts the person in defense mode so the issue at hand is never dealt with. It is a common political tactic used in the media.
